2. St. Petersburg Public Unitary Enterprise Smolny Automatic Telephone Station

St. Petersburg Public Unitary Enterprise Smolny Automatic Telephone Station (hereinafter - Smolny ATS) provides city authorities with modern digital and voice communications, such as:

Smolny ATS provides public phone numbers that start with the indexes 576 and 573, access to PSTN (Public Switched Telephone Network) and local, long-distance and international communication facilities.
Communication services are performed under the Decree of Government of St. Petersburg No.933 of 17 August 2009 "On measures, increasing efficient provision of products, services and work in IT field to public executive authorities".

Smolny ATS offers innovative solutions for communication networks and systems based on platforms of leading telecommunication suppliers.

3. St. Petersburg Public Enterprise Information Technologies and Communications Management

St. Petersburg Public Enterprise Information Technologies and Communications Management (hereinafter - ITCM) has been established with the goal to provide technical support to the Committee on IT and Communications. The main objectives of ITCM are:

  • centralized procurement of executive public authorities of St. Petersburg and subordinate public enterprises of St. Petersburg with ICT products, services and work, in accordance with the list of ICT products, services and work;
  • management of public order, implemented by the Committee on IT and Communications on a centralized basis (i.e. development of manuals and recommendations, collection and processing of requests, analysis of necessities, advice and clarification, preparation of documentation for public order placement, control of ICT products, services and work delivery);
  • conduction of expertise on necessities of local executive public authorities and subordinate public enterprises, in provision of ICT products, services and work, with the use of сomputered information system Centralized Arrangement, Configuration and Registration of ICT Procurement Orders;
  • preparation of programs and plans, analytical materials, certificates, schedules, reports, activities on development of information society and e-Government in
    St. Petersburg.

4. St. Petersburg Public Enterprise City Monitoring Center

St. Petersburg public enterprise City Monitoring Center was created to improve life safety standards in St. Petersburg and to provide information support to citizens and public authorities of St. Petersburg by a full-scale use of information and communication technologies. The Center is the main operator of Integrated Safety System and Computer information system to provide life safety in St. Petersburg.

The main functions of City Monitoring Center are:

 

  • monitoring of emergency situations, collecting and processing of reliable data on all the incidents in the city, regardless of their cause and source of information;
  • provision of information to the city population via the  integrated phone number 004 for emergency situations. Calls receiving, processing, transferring, recording and their further analyzing;
  • establishing several hotlines within the 004 emergency call center: Drug use helpline, Helpline to support children in difficult life situations and Information hotline on the evacuated vehicles;
  • development of network of photo and video cameras detecting traffic accidents, co-project of Public automobile inspectorate bureau of Ministry of Internal Affairs, St. Petersburg and Leningrad region branch;
  • ensuring sustainability of City Surveillance System (more than 2000 cameras);
  • maintaining Regional computer civil defense warning system of St. Petersburg;
  • monitoring St. Petersburg social infrastructure safety systems.
