Computer information system to monitor drug use in St. Petersburg

Objective

Computer information system to monitor drug use in St. Petersburg (hereinafter - CIS Anti-drug) is focused on comprehensive analysis of drug use in St. Petersburg, its main tendencies and patterns in its development. It provides information and analytical support for management decisions to appoint top priority vectors of anti-drug campaigns in the region based on monitoring, information analysis, modeling and forecasting of drug use in St. Petersburg.

CIS Anti-drug is designed to inform the Governor and Government of St. Petersburg, executive public authorities of
St. Petersburg, Anti-drug Commission of St. Petersburg about indexes on drug use in St. Petersburg and the effectiveness of measures implemented to overcome drug addiction and drug trafficking.

 

A similar system has been implemented in Yamalo-Nenetsky autonomous region.

 

Background

CIS Anti-drug was developed on the basis of the following norms:

  • Specialized program of St. Petersburg "Comprehensive measures of counteraction to drug addiction and drug trafficking for 2002-2005;
  • Decision  No.6-2 of Anti-drug Commission under Plenipotentiary Representative of the President of the Russian Federation in Northwestern federal district;
  • Decree of the Government of St. Petersburg No.1670 of 1 November 2005 "On draft law "On specialized program of St. Petersburg" Comprehensive measures of counteraction to drug addiction and drug trafficking for 2006-2008" (paragraph 3 – on drug use monitoring);
  • Law of St. Petersburg No.157-22 of 17 April 2006 "On specialized program of St. Petersburg "Comprehensive measures of counteraction to drug addiction and drug trafficking for 2006-2008".
 

System’s Capabilities

The main function components of monitoring are:

• illegal drug market analysis in St. Petersburg;
• drug addiction assessment and assessment of treatment and rehabilitation of drug addicts in St. Petersburg;
• estimating level of drug trafficking; 
• modeling and forecasting of indexes on drug use in St. Petersburg;
• evaluating efficiency of specialized program of St. Petersburg "Comprehensive measures of counteraction to drug addiction and drug trafficking".

 

In CIS Anti-drug indexes on drug use are evaluated using the method of indicative analysis. It provides assessment of gravity of the situation classified as normal, pre-crisis and crisis with varying phases of aggravation.
