System of information and linguistic support for executive public authorities of St. Petersburg

St. Petersburg Information and Analytical Center provides information and linguistic support to ensure information interaction between executive and municipal authorities of St. Petersburg.

Integrated system of information and linguistic support for executive public authorities of St. Petersburg includes:

· Integrated system of classification and encoding of technical, economic and social information of St. Petersburg;

· Nationwide and citywide classifiers and reference manuals;

  • Register of public information resources of St. Petersburg that offers access to detailed information on availability, structure, composition, shareholders of public information resources of St. Petersburg, as well as on conditions of their provision and updating;
  • Integrated reference and search system of public information resources of St. Petersburg that provides search information resources due to user’s request.

Integrated system of classification and encoding of technical, economic and social information of St. Petersburg (hereinafter - ISCE)

ISCE defines general requirements for development and unification of public information resources of St. Petersburg intended for inter-system electronic data exchange.

Key tasks of ISCE

  • To create conditions to establish integrated information infrastructure in St. Petersburg; 
  • To ensure compatibility of public information systems and resources of St. Petersburg;
  • To enable correspondence between ISCE and international and national classification standards;
  • To classify information based on integrated classification rules and to use it to forecast social and economic development of St. Petersburg;
  • To create conditions for documents unification in inter-sector exchange of information structures in computer information systems of St. Petersburg;
  • To provide information support for executive public authorities of St. Petersburg to improve
  • its work efficiency.   

ISCE includes:

  • nationwide classifiers and reference manuals on technical, economic and social information used in the Russian Federation; 
  • citywide classifiers and reference manuals on technical, economic and social information used in St. Petersburg;
  • departmental classifiers and reference manuals on technical, economic and social information used in certain departments or institutions in case no similar documents can be found in nationwide or citywide classifiers and reference manuals;
  • organizations and services responsible for classification, encoding of information and maintaining nationwide and citywide classifiers and reference manuals;
  • regulatory and methodological documents that define rules for development, maintenance and use of classifiers and reference manuals on technical, economic and social information in Russia and St. Petersburg.

St. Petersburg Information and Analytical Center is responsible for:

  • scientific, technological, information and methodological support, development and upgrading of ISCE in order to integrate it with other computer information systems of executive public authorities of St. Petersburg; 
  • methodological and consultative assistance both to system developers on issues of classification, encoding, formation and maintenance of classifiers and reference manuals and to users on issues of their practical application;
  • detecting in-demand classifiers and reference manuals to use in computer information system of St. Petersburg and drafting proposals to give them status of citywide classifiers;
  • development and maintenance of data bases and Register of citywide classifiers and reference manuals, provision thereof to executive public authorities of St. Petersburg due to their requests;
  • interaction with main organizations responsible for development and maintenance of classifiers and reference manuals used by computer information systems of St. Petersburg;
  • acting as lead organizer in development, implementation and maintenance of integrated classifiers and reference manuals used by computer information system Public register of population of St. Petersburg
  • initiation of development of new classifiers and reference manuals in accordance with the plan of information technologies implementation in executive public authorities of St. Petersburg and per specific requests.

System of classifiers for executive public authorities of St. Petersburg

Nationwide and citywide classifiers and reference manuals are integrated into identity platform to develop and unify public information resources of St. Petersburg (intended for inter-system electronic data exchange). St. Petersburg Information and Analytical Center has developed a functional system Distribution service of classifiers. Maintenance and distribution service of classifiers is implemented as part of the program on development and support of Integrated system of classification and encoding of technical, economic and social information of St. Petersburg.

System Distribution service of classifiers is intended:

  • to develop standard classifiers and reference manuals;
  • to store standard classifiers and reference manuals in data bases;
  • to update standard classifiers and reference manuals;
  • to provide required classifiers and reference manuals to users.

Functioning of classifiers is defined by relevant regulations of information exchange developed by St. Petersburg Information and Analytical Center. They are specifically designed for:

  • members and key users of computer information system Public register of population of St. Petersburg. There are regulations for development, maintenance and provision of integrated classifiers and reference manuals of computer information system Public register of population of St. Petersburg;
  • other (third party) users.

System Distribution service of classifiers is implemented through three-level technology thin client - application server - database server and runs in two modes: 

  • The user mode enables:
    • to download standard classifiers and reference manuals from the system (both complete files and updates only);
    • to view hierarchy structure of classifiers and reference manuals;
    • to search classifiers and reference manuals by context;
    • to view reference information including regulations.
  • The administrator mode (in addition to user mode opportunities) enables:
    • to update classifiers and reference manuals;
    • to update viewing and search system files.
