Complex computer information system to classify education resources
Integrated system of St. Petersburg Education

As part of an integrated approach to computerize education, the Committee on IT and Communications has created Integrated system of St. Petersburg education - Complex computer information system to classify education resources (hereinafter – CCIS CER)

Petersburg Education web portal, located on http://petersburgedu.ru, is an information environment of education resources. It integrates educational institutions subordinate to the Committee for Education of St. Petersburg, stores large amounts of data and involves target users within the educational community of St. Petersburg. 

CCIS CER allows all participants of the educational process to work with more than 10 services.

CCIS CER ensures security of personal data and its secure transmission from educational institutions to data storage.

The centralized secure data storage was created in accordance with requirements of Federal Security Service, Federal service for technical and export control and due to Federal Law of the Russian Federation No.152-FZ of 27 July 2006 “On personal data”. It provides facilities to store and process data incoming from various information systems of educational institutions. Data is transmitted to data storage via secure communication channels of integrated multiservice telecommunication network of executive public authorities of St. Petersburg.

Services of CCIS CER (present and scheduled to launch in 2011):

  • E-school diary information service;
  • Public database of educational institutions;
  • Results of Integrated national exam and Final certifying exam;
  • Register of licenses and accreditations;
  • Feedback to the Committee for Education of St. Petersburg;
  • Applying for special events;  
  • Voting and polling;
  • Statistics and monitoring of the efficiency of services;
  • Maintenance of videoconference service;
  • Demo lessons;
  • E-learning;
  • Quality control in education.

Public service E-school diary is especially noteworthy. It has several advantages:  

  • It is accessible to all participants of the educational process;
  • It saves budget of the educational institutions;
  • It reflects full information on the learning process;
  • It shows the achievement of students, results of Integrated national exam and Final certifying exam;
  • It improves mutual understanding between parents and teachers.

 

E-school diary service is designed for users of the CCIS CER (i.e. students, their parents and authorized representatives, teachers and representatives of educational institutions, as well as persons interested in obtaining reliable information on the educational process on a legitimate basis) who want to have access to information on the process of education (achievement, attendance, etc.) of individual student and/or of the whole class by means of telecommunications (including Internet).

Nowadays, web portal has 118540 authorized users. E-school diary service is available to 740 schools from 18 districts of St. Petersburg and 52052 students. Feedback materials from over 1,000 users have been collected and analyzed. Portal’s efficiency has been evaluated and new service interfaces have been set up for the next school year.

E-school diary information service is officially adopted by public educational institutions of St. Petersburg since 1 January 2011.

According to the President of the Russian Federation, Dmitry Medvedev, the development of E-school diary is one of the top priorities in computerization of education.
